In August 2016, Air Force Chief of Staff (CSAF) General David Goldfein, released his letter to Airmen titled, “The Beating Heart of the Air Force…Squadrons!” In turn, AFSVA was asked to establish an activity rich program that would equip empowered Squadron/Unit Commanders with options to facilitate unit cohesion. The UNITE program was born.

The UNITE Program was developed to provide squadron leaders with the maximum flexibility to deliver programs that build cohesion for personnel within their unit. This includes assigned Active Duty, Reserve and Both APF and NAF Civilians. Funding is based on squadron end strength.

Goals and Objectives

Support Squadron Leaders.

Provide Squadron Commanders the opportunity to select from a menu of innovative program options.

Maximize use of FSS Facilities.

Provide a variety of formal and informal opportunities for socializing, unit cohesion and esprit de corps.

Measure Impact.

Follow up with units to ensure leaders needs are met and that required effects materialize or improve as a result of the unit cohesion activities.

Maximum Flexibility.

The Unite Initiative guidance sufficiently allows squadron leaders the ability to plan quality events while maintaining funding integrity.

Phases and Funding

The Installation C3 can confirm your allocations and will make payments on your behalf

Recreation Funds (APF) May be used on equipment rentals, program supplies, decorations*, and entertainment. *Cannot exceed 10% of event cost.

Food & Beverage Funds (NAF) Must be used in conjunction with a Unite event. One beverage limit per meal: No alcohol

Funding Guidelines

-Unite is not a food & beverage program

-Events must be recreational and cohesive to utilize funding

-Unite funds CAN’T be combined with other NAFs or APFs

-Funds from non-Federal entities such as Booster Clubs may be used

-Gaming

-Lodging or transportation

-Equipment (rentals allowed)

-Prizes, giveaways or promo items

-Porta-Johns, trash services, damages or cleaning fees

Unauthorized Events

-Holiday Parties

-End of Year Events

-Balls or Banquets

-Dining in/Dining out

-Squadron training or meetings

-Base wide special events

-Movies, concerts, mystery theater, or amusement parks

UNITE funds cannot be used to purchase equipment, prizes, electronics, lodging or holiday parties.

Programs

  • Ready to Execute (RTE). Pre-approved programs and easy to implement. FSS related events that keep funds on the installation and should be considered first.
  • Unit Developed Program. Squadron leaders are given the discretion to create UDPs that capitalize on opportunities available in the local area. UDPs require prior approval.
  • Free/Volunteer. Charitable work provides a cost-effective team-building activity that allows co-workers to see each other in a new light and can make a real difference in your community. Free events do not need prior approval, but we still need to capture event information.

Feel free to change the contents to suit your needs but make sure you are totally familiar with the game/activity and that you have worked out how you are going to use and present the activity before using it with members.

Hosting a Unite Event

Submit an Event Proposal Complete an EVENT PROPOSAL FORM and email it to sara.avila.1@us.af.mil Make sure your form includes the cost breakdown for both APF and NAF allocations, expected attendance, and your Commander or Deputy’s signature. Requests must be submitted to AFSVA at least 14 days in advance.

Payments Your C3 will make payments on your behalf. If your event requires supplies or groceries, schedule a time to shop with your C3. Purchases must be pre-approved, tax exempt and must include a receipt.

Have Fun At Your Event!

After Action Report Please complete an After Action Report (AAR) and send it along with DoD ID#s and 1-3 event photos to sara.avila.1@us.af.mil We are relying on you to provide detailed information to improve the program. DoD ID#s are requested to send participants 60-second after action surveys to examine the correlation between participation in FSS programs, services, and activities and airmen and unit readiness.
